In an extraordinary story of perseverance and compassion, a man missing for 22 years was reunited with his family in Madhya Pradesh, thanks to the timely intervention of the District Legal Services Authority Kupwara (DLSA Kupwara) and seamless coordination between legal, medical and police authorities.
The breakthrough came after Police Station Kupwara reported an unidentified man wandering the streets, apparently battling mental illness and unable to disclose his identity.
Recognizing the grave humanitarian implications, the Secretary of DLSA Kupwara stepped in without delay, setting in motion a coordinated effort to protect the life, dignity and legal rights of the vulnerable individual.
Acting swiftly, DLSA directed the Chief Medical Officer Kupwara to ensure immediate medical and psychiatric evaluation.
After doctors confirmed that the man was suffering from mental health issues, he was referred to the Government Psychiatric Hospital Rainawari in Srinagar for specialized treatment and continuous supervision.
But the intervention did not end with admission.
Throughout his treatment, DLSA Kupwara closely monitored his condition, maintained coordination with hospital authorities, and extended every possible legal and administrative support to guarantee care in a safe and dignified environment.
With sustained medication and compassionate medical attention, the man gradually began to recover. In time, fragments of memory returned — and with them, his identity.
He identified himself as Surinder Kumar, a resident of Bumaira village in Tehsil Khilchipur, District Rajgarh, Madhya Pradesh.
He revealed that he was married, had a son, and worked as a tailor before mysteriously going missing more than two decades ago.
Crucially, he was able to recognise and identify his brother-in-law and other relatives who later travelled to receive him.
Once his identity was established, DLSA Kupwara, in coordination with the local police, reached out to authorities in Madhya Pradesh.
The family was successfully traced, and soon after, his brother-in-law — accompanied by relatives, local residents and the village Sarpanch — arrived in Srinagar to take him home.
To ensure a lawful and transparent handover, DLSA deputed a team comprising Assistant LADC Mr Pinar Ahmad, Para Legal Volunteer Mr Mohd Rafi Dar, and ASI Fayaz Ahmad of Police Station Kupwara to the psychiatric hospital.
In the presence of doctors, hospital staff, the Sarpanch and police officials, Surinder Kumar was formally handed over to his brother-in-law.
A written undertaking was obtained from the family, assuring his proper care, safety and rehabilitation.
The reunion marked the end of a 22-year ordeal — and the beginning of a new chapter.
Beyond the emotional homecoming, the case stands as a powerful testament to the role of DLSA Kupwara in safeguarding the rights of vulnerable persons, particularly those grappling with mental illness.
It underscores how coordinated institutional action, rooted in empathy and duty, can restore not only lost identities but also fractured families.
After 22 years of silence, one man’s journey has come full circle — proving that even time cannot extinguish the possibility of hope.
